Cleveland-Massillon Road Resurfacing Project, Phases I and II - Public Notice

Alan Brubaker, P.E., P.S., Summit County Engineer, would like to alert residents and motorists of a proposed road improvement project on Cleveland-Massillon Road in Copley Township. The Summit County Engineer’s Office is taking public comments on the proposed project.

The proposed SUM-CR0017-10.68, PID 108467 project includes the resurfacing of Cleveland-Massillon Road from Hemphill Road (Norton Corporation Line) to the southern leg of the offset Ridgewood Road intersection in Copley Township, Summit County, Ohio. The project length is approximately 3.27 miles. The immediate area south and north of Copley Circle within the limits of the previously constructed SUM-162/162D-2.21/0.00 ODOT project is excluded from the project. Work will include pavement repairs, milling and resurfacing, shoulder restoration and widening the shoulders to 4 feet where possible, pavement markings, drainage repairs, limited driveway restoration, grading, and guardrail repairs. The project will be constructed within the existing right-of-way except for in the vicinity of the narrow rock cut just south of the Barberton Reservoir causeway from approximately Station 583+36 to 592+00 (a distance of approximately 864 feet). New permanent and temporary right-of-way is required here in order to cut back the rock face to provide for adequate shoulder width.

Traffic will be maintained at all times during construction of the project with the exception of rock-cut work. During rock-cut operations, through traffic will be detoured around the work zone during normal working hours using Wadsworth Road and Summit Road. Local access for abutting properties and adjacent streets will be maintained at all times through the use of partial width construction. Construction, lane restriction and detour information will be posted prior to the start of construction. 

The project is in preliminary development and work will begin in Spring 2022 and be completed in Summer 2022. The current estimated total construction cost is approximately $2,247,000.00. The project is funded with 80% federal (ODOT Statewide Transportation Improvement Program funds) and 20% local (Summit County Engineer Road and Bridge funds).

The proposed project will not result in any substantial impacts to environmental resources. The environmental review, consultation and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by ODOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding, dated June 6, 2018, and executed by FHWA and ODOT.
